ICBC Distance-Based Discounts
Two separate mileage thresholds can reduce eligible ICBC coverage: less than 5,000 km for Basic and less than 15,000 km for selected Optional coverage.
Basic: 10% when annual driving is under 5,000 km
ICBC says an eligible vehicle driven less than 5,000 kilometres over the measured 12-month period may qualify for a 10% discount on Basic coverage. This is a discount on the eligible Basic coverage, not a statement that the driver's total bill will fall by 10%.
Optional: 10% to 15% when annual driving is under 15,000 km
For eligible ICBC Optional coverage renewing on or after June 1, 2025, ICBC says drivers travelling less than 15,000 km per year may qualify for a 10% to 15% discount. Lower annual distance receives the higher discount under the ICBC schedule.
The Optional distance-based discount applies to Extended Third Party Liability, Collision, Comprehensive and Specified Perils. A vehicle that qualifies below 5,000 km and meets the other requirements can receive both the Basic and Optional distance-based discounts.
Two readings establish the annual distance
ICBC calculates eligibility from odometer readings over a 12-month period, including readings at the start of the policy term and at renewal. If insurance transfers to another vehicle mid-term, readings for both vehicles are needed to preserve the distance record.
ICBC — Submit your odometer reading →Not every policy or vehicle qualifies
ICBC says the distance-based discounts apply to annual policies, not short-term policies. Some rate classes are excluded because low annual use is already reflected in their pricing, including examples such as motorcycles and collector vehicles.
Use the current ICBC eligibility page or an Autoplan broker for the actual vehicle rather than assuming a low odometer reading automatically creates a discount.
How to measure the real saving
Compare the old and new renewal using actual premium components. A 10% discount on one component is not the same as a 10% reduction to the total policy when other Basic, Optional, fees or coverage changes are present.
