ICBC Student Exemption: Using Out-of-Province Insurance in B.C.
Eligible full-time students can apply to ICBC for an exemption that lets them keep a valid out-of-province licence and properly registered and insured vehicle while studying in B.C. The exemption is not automatic and should be applied for within 30 days of arrival.
The exemption is for eligible full-time students at recognized B.C. educational institutions.
ICBC says applicants should apply within 30 days after arriving in B.C.
The vehicle must remain properly registered, licensed and insured in the home jurisdiction.
Who can qualify for the student exemption
ICBC says a full-time student at a recognized B.C. post-secondary or designated educational institution may qualify when the student has a valid out-of-province licence and the vehicle remains properly registered, licensed and insured in the home jurisdiction. The student exemption is different from simply being a tourist in B.C.
What documents ICBC asks for
The application process includes an official enrolment letter showing full-time status and study dates, vehicle registration or title, proof of vehicle insurance and a Financial Responsibility Certificate submitted by the insurer. ICBC also charges a mandatory permit fee under the current process.
Keep the permit and insurance current
Once approved, ICBC tells students to carry the B.C. permit, driver's licence and proof of vehicle registration and insurance in the vehicle. If the vehicle or insurance information changes, a new exemption application may be required.

Measure your own policy
Public rating rules explain the structure, but your renewal is the personal number that matters. Compare your old and new premium before attributing the change to one factor.
