WCB PEI Registration for Employers

WCB PEI says a business operating in the province generally must register if it employs one or more workers on a regular, part-time or contract basis, unless the business is in an excluded industry. Owners and certain independent operators are not automatically treated as workers and can require separate Personal Coverage.

Workers compensation is not CGL

WCB is a statutory workplace system. Commercial General Liability is private insurance for third-party bodily injury or property-damage exposure. A business can need both.

One worker can be enough

PEI's employer guidance uses a one-or-more-worker threshold for businesses outside excluded industries. That is materially different from provinces with higher worker-count triggers.

Owner coverage needs separate review

The 2026 employer registration form specifically notes that independent operators, proprietors, partners and owners/shareholders/directors may not meet the definition of worker and can apply for Personal Coverage.
