What does Claims Adjuster mean?

A person who investigates and evaluates an insurance claim, gathers information and helps determine how the policy applies to the reported loss.

An adjuster evaluates the facts and policy terms. Reporting a loss to an adjuster does not by itself guarantee that every claimed amount is covered.
