Newfoundland and Labrador Disaster Assistance vs Home Insurance

The Newfoundland and Labrador Disaster Financial Assistance Program is a disaster-recovery program, not an insurance policy. It can provide assistance for eligible uninsurable losses after the province activates the program for a qualifying widespread disaster.

Do not treat disaster assistance as a substitute policy

The program is designed to restore basic essentials after certain extraordinary events. Eligibility, activation and assistance limits differ fundamentally from a private home-insurance contract.

Insurable and uninsurable losses are handled differently

The province requires applicants to pursue available insurance first. A loss being excluded, uninsured or underinsured does not automatically mean it qualifies for provincial assistance.

Activation happens event by event

Not every severe storm, flood, wildfire or landslide triggers NL-DFAP. The province must determine that the event meets program criteria and announce activation before applications are accepted.
