Manitoba Auto Insurance in 2026
MPI Basic Autopac, Public Utilities Board rate decisions, Driver Safety Rating discounts, claims, deductibles, liability, PIPP and newcomer rules explained from official Manitoba sources.

Basic Autopac is the compulsory foundation
Vehicles driven on Manitoba roads need valid registration and Autopac insurance. Basic Autopac combines Personal Injury Protection Plan benefits, all-perils physical-damage coverage and third-party liability. Optional products can add lower deductibles, higher liability limits and other protection.
Overall Basic rates increased 1.77% from April 1, 2026
MPI requested a 2.07% overall increase for the 2026/27 insurance year. The Manitoba Public Utilities Board approved 1.77%. MPI described that as about C$21.89 per year, or C$1.82 per month, on an average private-passenger vehicle policy.
Individual results still vary with driving record, vehicle, vehicle use and territory, so Canada Rate Lab does not turn the 1.77% regulatory figure into a personal renewal estimate.

Reporting, fault, repair and total loss are separate claim decisions
MPI first opens and investigates the claim, then determines responsibility where relevant, estimates repair damage and decides whether repair or a write-off is more economical. Our claims cluster keeps those stages separate instead of treating every collision as the same outcome.

The maximum vehicle-premium discount is now 53%
For the 2026/27 insurance year, MPI expanded the Driver Safety Rating scale to 41 levels and added a new +20 level. Drivers at the top can receive up to a 53% discount on eligible vehicle premiums. The DSR is one pricing layer; vehicle, use and territory still matter.
The Basic deductible changed to C$1,000
For most cars, SUVs and light trucks with policies effective from April 1, 2026, MPI's Basic deductible is C$1,000. Optional lower-deductible products remain available, so the useful comparison is the extra premium versus the reduction in claim out-of-pocket exposure.
Basic liability starts at C$500,000
Basic Autopac provides C$500,000 of third-party liability protection. MPI currently offers optional increases to C$1 million, C$2 million and C$5 million. PIPP changes many injury claims inside Manitoba, but property damage and out-of-province legal exposure still make liability limits important.

MPI filed its 2027/28 General Rate Application in June 2026 requesting a 2.38% overall Basic increase for policies effective April 1, 2027 through March 31, 2028. As of August 31, 2026, this is a request before the regulator, not an approved rate change.
MPI — Public Utilities Board rate applications →New to Manitoba?
Most new residents can use a valid out-of-province driver's licence for up to three months. Ordinary private passenger vehicles generally need Manitoba licensing, registration and insurance within that transition period. Previous driving and claims documentation can matter when MPI establishes insurance history and Driver Safety Rating.
Measure your own renewal
The best personal benchmark is still your actual old premium versus the actual renewal. Measure that change first, then review whether the vehicle, use, territory, deductible, coverage or DSR changed.
